The History of the council

A local self-governing system in the Republic of Korea

After establishing of the Korean government, the 1st Local Government Act (Act 32) was legislated and proclaimed in July 4th, 1949, and in April 1952, with election of the representatives of city, eup, and myeon, the local council was constituted. However, by the proclamation 4 from the military junta it was stopped in May 16th 1961, and same year September 1st, the former Local Government Act lost effect by the temporary action. April 6th 1988, with the proclamation of complete revision of the Local Government Act (Act 400), the local self-governing system revived. According to the revised Act 4310 in December 31st 1990, the election of the local council representative was taken in March 26th 1991, and the 1st district council was constituted.
